Following the Culture for Development Forum held on 13–14 May, the dialogue on the future of independent culture continued in Skopje with the South-East Satellite BEYOND conference. The event was organized by Heartefact in collaboration with Clubture, Kooperativa, A25 Cultural Foundation, and Euradia, bringing together artists, cultural workers, activists, and representatives of European cultural networks from North Macedonia, the Western Balkans, and across Europe.
Held in key spaces of the local independent scene – the Cinema at the Railway Building, Youth Center Matichno, and co-working space Public Room – the conference reaffirmed Skopje’s role as a regional hub for independent culture and international cooperation.



Discussions focused on artistic freedom, sustainable support for independent culture, access to public cultural spaces, and stronger regional and European cooperation. Participants addressed shared challenges across Europe, including unstable funding, shrinking democratic space, political pressure, and increasingly difficult working conditions for cultural workers.
At the same time, the conference highlighted culture as a space for solidarity, civic engagement, critical reflection, and social change, emphasizing the role of independent cultural actors in defending open and democratic societies. Representatives of European networks, including Culture Action Europe, presented ongoing initiatives to strengthen the sector, improve working conditions, and enhance cross-border cooperation and advocacy.
A key message of the conference was that the Western Balkans should not only follow European cultural debates but actively shape them, drawing on the region’s experience in resilience, solidarity, and community-based organizing.
Special attention was given to the future of European cultural funding and the need for more accessible, long-term, and sustainable support for independent cultural organizations, as well as stronger inclusion of young artists and cultural workers.



Working sessions produced practical recommendations on artistic freedom, cultural policy, international cooperation, and support structures for independent culture, including the need to protect physical and digital cultural spaces better and to position culture more centrally in European development and enlargement policies.
The conference concluded with a shared commitment to strengthening alliances, knowledge exchange, and joint advocacy across Europe, with culture reaffirmed as a key space for building more connected, democratic, and resilient societies.
By hosting both the Culture for Development Forum and the South-East Satellite BEYOND conference, Skopje once again confirmed the strength and relevance of its independent cultural scene within the broader European context.
