This spring, Skopje will host a vital gathering through the Culture for Development Forum and BEYOND: South-East Satellite, organized by Heartefact and the leading European cultural network, Culture Action Europe (CAE). Through this initiative, we are creating a space for open and constructive dialogue on how European ideas connect with our real-world challenges — from the struggle to improve working conditions for artists to strengthening the independent cultural scene. For Heartefact, this is an opportunity to ensure that the voice of the scene and direct experiences become an equal part of the European dialogue.
Exchange of experiences as a foundation for a shared voice
This gathering is not just about theoretical discussions; it is envisioned as a space to connect people who create culture every day. Instead of talking about “policies” as abstract concepts, we want to discuss how our daily practices can become part of the broader European context.
Skopje is the right place for this conversation precisely because of its vibrant independent cultural scene. For Heartefact, this Forum is an opportunity to show that culture is not just a collection of short-term projects, but a vital system that requires long-term care and a voice that is heard far beyond our borders.
Strengthening the Independent Scene in the Western Balkans
Instead of simply listing the hurdles, we are opening a space in Skopje to discuss the challenges facing the independent scene in the Western Balkans, from access to sustainable funding and adequate infrastructure to artist visibility and governance frameworks. Through this dialogue between independent organizations, regional partners, and European networks, we will collectively seek models for long-term and stable support.
These discussions are part of a broader goal: strengthening the voice of cultural actors to jointly build the future of the sector. As an integral part of the program, Skopje will welcome representatives from the most influential European cultural and artistic networks: Culture Action Europe (CAE), the International Network for Contemporary Performing Arts (IETM), the European Creative Hubs Network (ECHN), and the European Network of Cultural Centres (ENCC).
Regional Connectivity as a Foundation for Change
Collaborating with partners from the region and beyond, such as Clubture (Croatia), Kooperativa (Regional Platform), A25 (Bulgaria), and Euradia (Italy), allows us to collectively map strategic points and recognize the challenges we all face. Through this dialogue and a deep understanding of local contexts, our authentic stories become part of the broader European narrative. Such alliances are vital for working together to achieve better conditions, greater stability, and a dignified place for independent culture within society.
Over these four days, Skopje will be the place where cooperation transcends borders, reaffirming independent culture as an indispensable public good for every democratic society.
