Miloš Pavković is a researcher and chief strategist at the European Policy Center (CEP) in Belgrade, holding a master’s degree in political science from the Central European University in Vienna. Miloš completed his bachelor and master studies in political science at the University of Belgrade and the University of Graz. Prior to joining the European Policy Centre, Miloš worked at the Center for Free Elections and Democracy (CeSID) and Coca-Cola HBC. He received a Dositeja stipend for the best Serbian students abroad and an ERASMUS scholarship for writing his master’s thesis in Austria. His analysis focused on the various narratives surrounding the EU-led Belgrade-Prishtina dialogue and the normalisation of relations between Kosovo and Serbia. Given the unsuccessful negotiations in Rambouillet (1999) and Vienna (2005-2007), the EU’s decision to address the Kosovo issue marks a significant step, indicating its intent to establish itself as a credible global peace-building actor while reinforcing its role in the Western Balkans. Key findings of the research showcased that the dialogue is currently in crisis, which has negative effects on the credibility and integrity of the EU and its enlargement policy. While key stakeholders from Kosovo and Serbia mostly agree about the current state in the dialogue, they have diverging opinions when it comes to the final outcome of the normalisation process, Community/Association of Serbian Municipalities, and the Ohrid Agreement on the path to normalisation of relations. Finally, the potential for conflict remains moderate since the Banjska incident in September 2023.
