Visar Xhambazi has been engaged as a researcher, consultant, and project manager for various nonprofit organisations. He currently works as a project manager at Sbunker, a nonprofit media organisation in Kosovo covering politics, economics, culture and society. In January 2023, he became a member of the Wilson Center’s Transatlantic Writers’ Group in Washington D.C. He holds a master’s degree in international studies from Old Dominion University in Virginia, U.S. Visar’s research project explores the role of non-state actors in advancing the Kosovo-Serbia Dialogue through Track Two diplomacy, a bottom-up approach that engages influential non-official actors rather than state representatives. The research employs a qualitative methodology, including interviews with stakeholders in Kosovo and Serbia, supported by a theoretical analysis of Track Two diplomacy. Visar argues that a well-designed Track Two framework can foster the necessary synergy to bring the parties closer to resolving outstanding issues and ultimately reaching a normalisation deal. His study presents specific recommendations for implementing this approach, focusing on building trust, introducing new ideas, and influencing key decision-makers to shift the dynamics from conflict management to conflict resolution.
