Project Description: Previous research addressing the issue of cultural decentralization in Serbia has mostly focused on the uneven territorial distribution of cultural institutions and organizations. However, until the study “Experiences of Cultural Centralization in Serbia,” there was no research that examined the experiences of the citizens related to cultural decentralization. The issue of cultural centralization in Serbia is primarily present due to a significant concentration of cultural institutions, creative industries, and civil society organizations in Belgrade (out of 26 republic cultural institutions, 22 are located in Belgrade!). This type of cultural policy produces one or two cultural centers in Serbia. Through this support, documentation and analysis of aspects of decentralization in culture have been made possible, with a focus on the citizens of Serbia for whom the existing model of cultural policy does not allow for the satisfaction of cultural needs and discriminates against them based on territorial, gender, age, or class grounds. During the project, over 1000 respondents were surveyed using a nationally proportional sample. Around 30 semi-structured interviews with citizens from twenty cities and municipalities in Serbia were organized. Based on these analyses, a report of over fifty pages was created, including recommendations for creating cultural policies that could contribute to decentralizing culture in Serbia. After the study was published, a series of promotional events were held, and the database with survey data, the first of its kind in Serbia, is available for further use by cultural policy researchers and creators from Serbia and around the world.
